GUIDELINES AND PROCEDURES FOR AUDITING THE REGISTERS

1st March-15th March   -    Auditing of Registers

MODALITIES FOR AUDITING

The auditing will be in the nature of financial audit and human audit.

There will be at least four Audit teams per constituency, of 4 persons, comprising members of the constituency Executive Committee and the Constituency Elections Directorate to undertake the auditing.

The auditing shall be carried out at the Branch meeting place.

Branch auditing should be done within 14 days

The branches to be audited each day would be given prior notice in order to enable them prepare and also make the register available for the purpose.

The auditing at the branch shall be jointly carried out by the teams and the branch executives

Petitions, if any, shall be considered by the team and a determination made thereof. Where there are challenges beyond the committee, they should be referred to the constituencies for further actions.

The team shall check whether the registered names have been successfully uploaded on the platform. If it has not been done, then the team should ensure that it is done.

After the completion of the auditing of a branch, a green line shall be drawn under the last name in the register to signify the register as final until the next registration. The team leader must endorse and authenticate the last name in the register to signify as final until the next registration.

The registers will then be carried to the constituency centre for safe custody, and further processing.

Audit team should submit a report.  

FINANCIAL AUDITING

The team shall inspect the register to ascertain the number of people who registered and paid their subscription fee and compare the figures with the amount of money collected.

Where there is a short fall, the registration officials shall make good the short fall. Where it is the case that the particular persons have failed/refused to pay, those persons are not qualified to vote or be voted for.

All outstanding monies shall be collected by the team and the monies accounted to the Constituency Director of Elections/Treasurer for onward payment into the dedicated account of the party.

HUMAN AUDITING

Where petitions have been filed, either for inclusion of names or deletion of the names of people who are not qualified to be on the register, the team shall make a determinant of such matters and report to the Constituency Executive Committee.
Where the team fails to make a determination, the matter shall be referred to the Constituency Executive Committee for further determination.

NB: National Executives will join the Regional Executives to supervise the exercise
